Broken Window, And Consent in Sex Crime

One of the main premises of Broken Windows theory is the idea that the police must enforce social control because the norms and boundaries of “appropriate behavior” are not being enforced via informal control mechanisms. If this is true, then it should follow that once law enforcement steps in and “lays down the law” then things should improve. It makes logical sense that communities would eventually organize/repair and begin to implement informal control mechanisms thus allowing law enforcement to “exit” from their role as the enforcers of basic social graces. However, I think that Durkheim might argue that this would never happen b/c the previous sense of normlessness/anomie would perhaps encourage law enforcement and citizens to push for zero tolerance – which is something that is not sustainable. Thus law enforcement could never be reduced… What do you think?

When community deterioration has taken place, and social cohesion and collective efficacy has broken down, what concrete changes would need to take place for everyone to recognize that things are better and law enforcement can “back off” from the zero tolerance policing that might have once been necessary. And, given that those most likely targeted for policing based on Broken Windows Theory (disproportionately higher numbers of people of color, lower income citizens/homeless, immigrants and the mentally ill) may not always conform to mainstream norms, values and behaviors, how likely is it that this would take place?
