In the cases presented in the Ink & Thurmaier readings, Dwight Ink describes the difficulties created by conflicting responsibilities when the issue of management could have a major impact on a political decision. How can the policy-making process conflict with responsibilities of public officials? Using an example (or examples) from the cases presented in the Ink & Thurmaier readings, identify ways in which public officials face a dilemma in choosing between legal requirements of their positions and the politics involved in the situation, and then discuss how the officials should proceed in those instances. Discuss how the concepts of exit, voice, and loyalty were/could have been demonstrated by the characters involved in the dilemma.
