Theory of Constraint in Public Agencies

Please explain what the theory of constraints is by using the attached PDF titled “theory of constraints.” Use the PDF from The Price of Government titled Rewarding Performance to explain the relationship that can be drawn between the theory of constraints and systems like Compstat and Citistat. Introduction
Your purpose statement should indicate that the document is a recommendation report. You should provide an overview of the main points to be presented in the paper.
Solutions
You need to decide which possible solutions you are going to present. You should present more than one solution. You might want to discuss solutions that have been tried in the past but have not been successful.
When you present the possible solutions, make sure you are very clear and have research to show that this solution is a viable and logical solution that has been tried in the past. If the solution was successful, give data showing that it was a good choice. Clearly describe the solution as well as its advantages and disadvantages.
Recommendations
After you have presented all of the options, choose the one option that you feel would best meet your client’s needs. This should be based on effectiveness, cost, support needed, etc. At this point in the report, you can argue for this recommendation over the others by stressing its advantages and providing data to support your argument.
Your conclusion should sum up the solutions presented and once again move the reader to accept your recommendation.
Assignment Requirements:
Paper should be a minimum of 600-700 words.
Each solution should have a minimum of one citation from a valid source.
Overall, the paper should be 4-6 citations from at least 2 different sources.

The final project for this course consists of two case studies related to cybersecurity and the use of social networking and home computer use. Please review the case studies and respond using the guidelines provided below.
Case Study 1: Securing your home computer
You just purchased a brand new computer for your home environment. It comes with the latest operating system, Internet connectivity and all accessories to complete your home office and school activities. You also have an Internet Service Provider where you can easily use the existing network to connect to the Internet and to perform some online banking.
Describe the steps you plan to go through to ensure this new computer system remains as secure as possible. Be sure to discuss the details of firewall settings you plan to implement, browser privacy and security settings, and recommended software (e.g., Anti-virus and others) you will install. Also, describe your password strength policy you plan to adopt, and what you envision to do to ensure your online banking site is encrypted and uses the proper certificates.
Discussion of operating system patches and application updates should also be included. As you discuss these steps, be sure to justify your decisions bringing in possible issues if these steps are not followed. You can discuss this for a specific type of computer (e.g. MAC or PC) to make the scenario more appropriate for your environment.
Case Study 2: Guidance for a family member using social networking sites.
A family member, who just turned 13, wants to join Facebook, create a Twitter account and start texting his friends on a regular basis. For the purpose of this paper, let us assume you are willing to allow your family to participate in these social networking activities and the family member has agreed to use your advice to protect his or her privacy and security while participating in these social networking activities.
Describe the specific guidance and rules that your family member must adhere to for this activity to move forward. Be sure to provide specific settings for Facebook and Twitter as well as any guidance for texting with friends. Be sure to discuss how to detect, prevent and report issues such as cyber bullying, identity theft, and child predatory behavior. Be sure to justify your decisions bringing in possible issues if the guidance you provided is not followed

Week 03 Research Paper Proposal with Annotated Bibliography
You must write a research paper on a topic of your choosing that will be due during week 07. The topic must be cleared with the professor by the end of this week in the form of a written proposal that will be graded.

Student proposals must begin with a question that drives the research paper, followed by a preliminary theses, which is the paper’s argument. For example, you may begin with a question such as “Why did the Israeli Labor Party lose power after the assassination of Yitzak Rabin?” Your preliminary thesis might posit that Palestinian terrorism played into the hands of the Likud Party, thus helping Benjamin Netanyahu defeat Shimon Peres. The question and thesis should be followed by a one- ot two-paragraph explanation, and then by an annotated bibliography of at least three preliminary scholarly sources. Of course, your thesis might change depending on what your research reveals!

The annotated bibliography should consist of a few sentences for each source listed that explain the source’s main argument and potential contribution to your research. The paper will be 8 pages double spaced. Papers must draw upon a minimum of five scholarly sources, meaning books or articles from scholarly journals.
