Many municipalities such as cities and townships are managed by professionals, often referred to as city managers. A city manager is appointed and not elected and serves under the direction and guidance of a city council. You can think of a city manager as the CEO of the city. He or she is responsible for hiring other staff and overseeing the operations of the entire municipality and also reporting to the city council.
Consider the following scenario:
You are the city manager for a town that is experiencing a growth spurt. The current population of 50,000 is projected to exceed 70,000 in 3 years. City services from firefighting to road maintenance will be under pressure during this time. Your city council has asked you to draft a strategic plan outlining what steps you plan to take in the coming months to deal with the growth of the city. You can choose 2–3 areas to work on. For instance, you may want to discuss how you will shore up the emergency response capacity of the city, or how you plan on ensuring that schools have the capacity to house incoming students, or even ways in which you can partner with other cities to obtain services.
Assignment Description
- Draft and post a 500-word outline of your policy proposal addressing 2–3 problems that you think your city will face due to increased population growth. Give some examples of how you intend to address these problems.
- Be sure to address concerns that the city council may have. For instance, they may be concerned about how you will fund the hiring of additional personnel.
- Take into account the dynamics between state and local government authority. Pay careful attention to what areas of responsibility a local government has versus a state or federal entity and likewise, what tools are available to a local municipality.
- Cite 2–3 sources in APA format. These sources should inform your policies. For instance, you can cite a study detailing how another city solved these problems and whether it was successful or not. Or you can cite the founding charter of a city as an example of areas of responsibility you would like as a city manager from the city council to put your plan into action.
